Design for low vision first
Use the largest badge your uniform will carry and give the first name most of it. Black on white or white on navy are the two highest contrast combinations. Avoid grey text, thin weights, script fonts and any background image behind the name.
Shrink the logo. A community logo taking a third of the badge is a third of the badge not doing its job. Put it small in a corner and let the name own the space.
